The Ministry of Commerce and Industry of India issued an announcement that it made a final determination on anti circumvention of high tension polyester yarn originating in or imported from China, ruling that the description, name or composition of Chinese products involved in the case had been changed to avoid the current Anti-Dumping Duty, so it proposed to expand the scope of taxation of Chinese products involved in the case, The current anti-dumping measures and validity period (expiring on July 8, 2023) against Chinese polyester high elastic yarn are also applicable to the following products. The Indian customs code of the involved product is 54022090.
1. High toughness polyester yarn with less than 1000 deniers but greater than 840 deniers, including adhesive activation and other yarns. Except for yarns of 840 deniers and below (imported within the allowable tolerance range of 2.4%).
2. High toughness polyester yarn greater than 6000 deniers but less than 7000 deniers. Except for yarns of 7000 deniers and below (imported within the allowable tolerance range of 2.4%).
3. High toughness polyester yarn (PUIIII) activated by adhesives greater than 1000 deniers but less than 1300 deniers. Except for 1300 denier yarn (imported within the allowable tolerance range of 2.4%).
On June 15, 2017, the Indian Ministry of Commerce and Industry launched an anti-dumping investigation into polyester high elastic yarn originating or imported from China. On July 9, 2018, the Ministry of Finance of India issued Circular No. 35/2018 Customers (ADD), deciding to impose Anti-Dumping Duty of 0-528 dollars/metric ton on Chinese products involved in the case, which is valid for five years, until July 8, 2023. On July 27, 2022, the Ministry of Commerce and Industry of India announced that, in response to the application submitted by Reliance Industries Limited, a domestic enterprise in India, it would launch an anti circumvention investigation on polyester high elastic yarn originating in or imported from China, and examine whether the product involved had changed its description, name or composition to avoid Anti-Dumping Duty. On September 30, 2022, the Indian Ministry of Commerce and Industry announced that in response to an application submitted by a domestic Indian enterprise, Reliance Industries Limited, the first anti-dumping sunset review investigation will be launched against polyester high strength yarn originating or imported from China. The involved product is also known as polyester industrial yarn (PIY) or industrial yarn (IDY). This survey does not include the following products: yarns smaller than 1000 deniers, yarns larger than 6000 deniers, twisted yarns, colored yarns, adhesive active yarns larger than 1000 deniers, and yarns with high modulus low shrinkage (HMLS) performance.
