The United States Launches The Third Anti Dumping Sunset Review Investigation Against China’s Polyester Staple Fibers
On March 1, 2023, the United States Department of Commerce issued a notice to launch the third anti-dumping sunset review investigation on polyester staple fiber imported from China. At the same time, the United States International Trade Commission (ITC) launched the third anti-dumping sunset review industrial injury investigation on polyester staple fibers imported from China to examine whether the material damage caused by the import of the product in question to the domestic industry of the United States will continue or recur within a reasonably foreseeable period if the anti-dumping measures are lifted. Stakeholders should register their responses with the United States Department of Commerce within 10 days of the issuance of this announcement. Stakeholders should submit their responses to the United States International Trade Commission before March 31, 2023, and submit their comments on the adequacy of the responses to the case to the United States International Trade Commission no later than May 11, 2023.
On July 20, 2006, the United States launched an anti-dumping investigation against polyester staple fibers imported from China. On June 1, 2007, the United States officially imposed anti-dumping duties on Chinese products involved in the case. On May 1, 2012, the United States launched the first anti-dumping sunset review investigation against Chinese polyester staple fibers. On October 12, 2012, the United States extended the anti-dumping duty on Chinese products for the first time. On September 6, 2017, the United States Department of Commerce announced that it would launch the second anti-dumping sunset review investigation against products involved in China. On February 23, 2018, the US Department of Commerce made the second anti-dumping rapid sunset review final ruling on polyester staple fibers imported from China.
